By-Laws of the Supreme Fourteenth District as approved by the District Meeting on 7th day of December 1997 in Hot Springs Arkansas.

ARTICLE I   FORMATION AND NAME

Section 1- Composition- Pursuant to and in accordance with Article V Section 505 Paragraph D of the By-Laws of the Supreme Pup Tent, Military Order of the Cootie of the United States, all Pup Tents of the Military Order of the Cootie within the boundaries of the Grands of Texas, Oklahoma and Arkansas, are joined together in a District-Wide Organization to be known as the “Supreme Fourteenth District” fertile hunting grounds of Texas, Oklahoma and Arkansas, Military Order of the Cootie of the United States, hereafter referred to as the “Supreme Fourteenth District”.

Section 2- Authority- This Supreme Fourteenth District shall at all times remain under the jurisdiction of and be governed according to the Constitution and By-Laws of the Veterans of Foreign Wars of the United States and the Supreme By-Laws of the Military Order of the Cootie of the United States. It shall be further governed by proper orders issued by the Supreme Meeting, the Supreme Council of Administration, the Supreme Commander, Supreme Fourteenth District Council Member, the V F W National Council of Administration and the Commander-in-Chief of the Veterans of Foreign Wars.

ARTICLE II   SUPREME FOURTEENTH DISTRICT MEETINGS

Section 1- Composition of the Supreme Fourteenth District Meeting. The Supreme Fourteenth
                  District Meeting shall be composed of the following:
1a- The SUPREME COMMANDER, Providing he is a member in good standing of a
       Pup Tent within the Grand of Texas, Oklahoma or Arkansas
1b- All PAST SUPREME COMMANDERS, Providing he is a member in good standing
      of a Pup Tent within the Grand of Texas, Oklahoma or Arkansas.
1c- The SUPREME FOURTEENTH DISTRICT COUNCIL MEMBER, all PAST
      SUPREME FOURTEENTH DISTRICT COUNCIL MEMBERS and all elective
      Officers of the SUPREME FOURTEENTH DISTRICT, ADJUTANT, CHIEF OF
      STAFF, INSPECTOR, SCHOLARSHIP CHAIRMAN, VFW BOOSTER
      CHAIRMAN, JIMMYLEGS, PROVOST MARSHAL, SHIRT READER,
      HOSPITAL CHAIRMAN, MEMBERSHIP CHAIRMAN, and all other Committee
      Members in good standing of the Put Tent within the Grands of Texas, Oklahoma and
      Arkansas.
1d- The present GRAND COMMANDERS and all PAST GRAND COMMANDERS
       of respective the Grands.
1e- All DELEGATES of the Pup Tents within the Grands of Texas, Oklahoma and
      Arkansas who are members in good standing in their respective Pup Tents.
 

Section 2- Registration- All members who compose Supreme Fourteenth District meeting shall be registered prior to the meeting to be eligible to vote his/her desires. Registration fee shall not exceed the sum of $5.00, of which, $2.50 shall go to the Supreme Fourteenth District general fund and $2.50 shall go to the host Pup Tent to help defray any expenses incurred during a district meeting. There shall be no fines of $1.00 at any district meetings.

Section 3-Promotion of Raffles, Sales of Revenue Producing Articles- There shall be no more than two (2) promotions of raffles or sales of articles. One such promotion or sale sponsored by the host Pup Tent and its Auxiliary to help defray their expenses incurred from hosting the Supreme Fourteenth District meeting. One raffle or sale for the Supreme Fourteenth Council, including its Auxiliary, all moneys to go to the general fund or such special fund to be pre-designated at the immediately past Supreme Fourteenth District Meetings.

Section 4- Location- A minimum of two (2) meetings of the Supreme Fourteenth District shall be held each year, or more often if deemed necessary by the Supreme Fourteenth District Council Member, or written request from two (2) Grand Commanders, to transact any business that may be forth coming, one of these meetings will be held at a central point at least* thirty days prior to the V F W National Convention and the Annual Supreme Meeting.

Section 5- Bids for Supreme Fourteenth District Meeting- Bidding for the Supreme Fourteenth District Meeting will be awarded to the Grand next in line and said bid will be submitted to Grand Council of Administration and such Grand Council will select the location and facilities and present this bid to the Supreme Fourteenth District. Dates will be decided by the Supreme Fourteenth District Council Member.

Section 6- Dues- Dues will be Fifty Dollars ($50.00) per year for each State (Texas, Oklahoma and Arkansas). Dues will be due immediately after the Annual Supreme Meeting.

ARTICLE III  SUPREME FOURTEENTH DISTRICT OFFICERS

Section 1- Eligibility to hold Office- All third degree Cooties who are members in good standing of a Pup Tent, within the Grands of Texas, Oklahoma and Arkansas shall be eligible for election or appointment to any office in the Supreme Fourteenth District, provided, however, that no member shall hold two elective offices at the same time.

Section 2- Election of Officers- There shall be an election of Supreme Fourteenth District Officers prior to the Supreme Meeting in the even numbered years, dates not to be more than forty (40) days nor less than thirty (30) days prior to the Supreme Meeting.

Section 3- Elective Officers- Elective officers of the Supreme Fourteenth District shall consist of: Council Member, Senior Deputy Council Member, Junior Deputy Council Member, Quartermaster, Chaplain, Judge Advocate, Surgeon, and Historian. In addition five members will be elected to sit on the Council. All elected officers shall prefix the words “Supreme Fourteenth District” to their titles.

Section 4- Appointive Officers of the Supreme Fourteenth District- Appointive Officers of the Supreme Fourteenth District shall consist of: Adjutant, Chief of Staff, Inspector, Scholarship Chairman, V F W Booster Chairman, Jimmy Legs, Provost Marshal, Shirt Reader, Hospital Chairman, Membership Chairman, National Home Chairman and such other committee Chairmen as may be necessary and appointed by the Supreme Fourteenth District Council Member, and said appointed officers may be removed at his pleasure. All appointed officers shall prefix the words “Supreme Fourteenth District” to their titles.

Section 5- Term of Office- All Officers shall be installed before the adjournment of the Supreme Fourteenth District Meeting at which they were elected or appointed and shall enter upon their duties immediately following the installation of the Supreme Council Member at the Annual Supreme Meeting and shall hold office until their successors are duly installed unless sooner relieved by proper authority.

Section 6- Senior Deputy Council Member- In the event of the termination of the Senior Deputy Council Member, a new Senior Deputy Council Member will be elected from the same state as the terminated Senior Deputy Council Member.

ARTICLE IV  VOTING ON DISTRICT OFFICERS

Voting for District Officers shall be by majority vote. If there is no majority on the first two (2) ballots, the Cootie receiving the lowest number of votes shall be dropped and so on in successive ballots until a majority is made. All elective Supreme Fourteenth District Officers and such members of the Supreme Fourteenth District necessary to fill vacancies shall be elected by roll call vote or secret ballot with Supreme Fourteenth District Council Member voting last.

ARTICLE V  DUTIES OF OFFICERS

The duties of the offices of the Supreme Fourteenth District shall be prescribed by the Supreme By-Laws, in addition to such other duties as may be assigned by the Supreme Fourteenth District Meeting or the Council Member. The Council Member, Senior-Deputy, and Junior-Deputy will be requested to make one meeting of each Grand per year.

ARTICLE  VI VACANCIES

Section 1- Elective Officers- In the event of a vacancy in the office of the Supreme Fourteenth District elective officer, said office shall be filled as outlined in the Supreme By-Laws.

Section 2- Appointive Officers-In the event of a vacancy in any office of the Supreme Fourteenth District, the Supreme Fourteenth District Council Member shall appoint a successor at his discretion.
 

ARTICLE VII  BUDGET

Section 1- Budget Committee- The Supreme Fourteenth District budget committee shall consist of the Council Member, Senior-Deputy, Junior-Deputy, Quartermaster and the newly installed Grand Commanders from the three (3) states of Texas, Oklahoma and Arkansas, and it shall be their duty to study the needs and resources of the Supreme Fourteenth District at the meeting prior to the Supreme Meeting in even years.

Section 2- Allowances- The Budget Committee shall have the power to fix all allowances of the Supreme Fourteenth District Officers with the approval of the Council of Administration.

Section 3- Audit Committee- It shall be the duty of the Audit Committee to audit the books and records of the Adjutant and Quartermaster and any committee receiving or disbursing funds. It shall be the duty of the committee to make a complete audit of such books and records prior to each District Meeting. The Chairman, nor any member of the audit committee, shall serve on any committee whose accounts are subject to audit by the audit committee. The committee shall consist of the newly installed Grand Commanders from the three- (3) states (Texas, Oklahoma and Arkansas)

ARTICLE VIII   QUORUM

Twelve (12) members from at least two (2) of the states of the Supreme Fourteenth District shall constitute a quorum for the transaction of any business.

ARTICLE IX   PROPOSING AMENDMENTS

Section 1- Notification- These Supreme Fourteenth District By-Laws may be amended or altered by the Supreme Fourteenth District Meeting in session by a three-fourth (3/4) majority of the delegates present and voting at a Supreme Fourteenth District Meeting provided that such amendments have been submitted in writing to the Adjutant not less than sixty days prior to the District Meeting.

Section 2- Amendments- Amendments adopted at any District Meeting according to the provisions of this section shall take effect immediately, pending approval by Supreme
